Cities have become ever more strategic in a globalizing world. Whilst they have always been at once social and cultural centers, key ‘spatial fixes’ for the reproduction of capitalist development, and loci of political control, their central role in a host of interlocking social, economic and political dynamics has been reinforced as they become the privileged sites of the actions of, and tussles between, national States, local authorities, firms, civil society and other actors.

The purpose of this conference is to document, investigate and question this reinforced position and status of cities in a globalized world. Two ways of looking at this are to consider cities as strategic places and as strategic players, and to analyse the interactions and possible tensions between these two dimensions. The forms of and interactions between these two dimensions of the ‘strategicness’ of cities will be explored and analysed through five main, but not exclusive, sub-topics.

O debate sobre o papel da arquitectura no mundo é um tema recorrente nas discussões disciplinares. No essencial, as opiniões dividem-se em três grandes grupos: os que entendem que o papel social do arquitecto é inerente à profissão – para quem a ideia de arquitectura social é uma redundância – ; os que entendem que deverá ser visto como uma especialização; e os que identificam no carácter social da intervenção uma dinâmica exterior ao campo disciplinar da simples criação do espaço ou restritiva da liberdade artística, colocando muitas destas intervenções fora do espectro da arquitectura.

Since the first conference, held in 1999, INPUT has represented an opportunity to reflect on the use of Information and Communication Technologies as key planning support tools. It has especially focused on models, techniques, and tools used to support planning processes, paying special attention to case-studies and shedding light on issues related to democracy, efficiency, sustainability, and equity in planning.

The general theme of INPUT 2014 is: “Smart City: planning for energy, transportation and sustainability of the urban system“. Smart City seems to be the new dimension every city should aim at. From an urban planning point of view, it’s not very clear which is the best way to achieve this new dimension and more fundamentally what a “smart city” actually is.

At present, the questions widely spreading among cities are: how is it possible to become a smart city? Which factors are strategic to drive the cities towards this new dimension? How can urban smartness be promoted? The conference tries to answer these questions by adopting a new approach to study the city and to discover a new urban way of planning, in order to drive the city development towards sustainable states. This allows to consider the city as a Technological innovation as a whole, which is a key factor interacting with the different urban dimensions, not only in a mechanic way.

The conference aims at investigating this new urban dimension within the field of urban sciences and considering the relationship between technological innovation and town planning.

eARTh Observation: datos, conocimiento, territorios y ciudades inteligentes

El concepto de ciudades inteligentes parece ser mucho más que una tendencia. Ellas están aquí para quedarse y hacer nuestra vida más fácil y mejor. Por lo general, asociamos su desarrollo a todo tipo de revolucionarios sensores, pero el hecho es que buena parte de su éxito se basará en una transformación creativa de los datos en conocimiento. La captura de esos datos, asociados a una ubicación geográfica, en la anatomía de un ecosistema, la ciudad, donde los datos representarían su flujo sanguíneo, nos debe permitir tomar el pulso a las ciudades del futuro.

La visión sinóptica y periódica que plataformas de observación de la Tierra (en inglés Earth Observation), desde el aire o el espacio, nos ofrecen, así como nuevas y creativas formas de utilizarlas serán fundamentales en el desarrollo, el seguimiento y la evaluación de acciones y políticas que, en ámbitos tan diversos como la gestión de recursos, energía, medio ambiente o salud, hagan de nuestras ciudades, y en beneficio de los ciudadanos, territorios más inteligentes.

Criatividade, Artes e Cidade - onde estão as utopias reais?

As políticas de desenvolvimento territorial têm encarado a inovação e a criatividade como trunfos importantes para combater a adversidade, respondendo a novos desafios. Esta visão está, contudo, muito associada à inovação tecnológica que permite às instituições – públicas ou privadas – obterem ganhos de eficácia e de eficiência. Embora a ideia da cidade criativa represente um avanço, evidenciando as pessoas, no pensamento crítico, no risco, e na tolerância necessária para aceitar os insucessos que precedem os sucessos (Florida 2002, 2005; Landry 2000, 2006), esta visão continua a ter como principal estímulo o aumento da competitividade. É neste quadro que se coloca a questão de investigação deste projecto. Como se podem promover lugares criativos que conciliem competitividade, inclusão social e coesão territorial? E qual o contributo das artes e dos artistas para esse propósito? Trata-se de um problema multidimensional e multiescalar. Por um lado, conjuga políticas, processos e práticas centrados no território. Por outro, diz respeito a diferentes escalas geográficas (o bairro, a cidade, a região) e à sua articulação. Nesta óptica, a questão de investigação configura três conjuntos de problemas:

(i) A possibilidade de ligar, quer na teoria quer na análise, inovação tecnológica e inovação social. A inovação deve ser entendida numa perspectiva integrada assumindo como objectivo final o desenvolvimento dos territórios e das comunidades, nas suas dimensões económica, social, cultural, política e ambiental. (Alter, 2000);

(ii) A relação entre inovação e criatividade e o papel das artes na sua promoção. A relação entre criatividade e inovação pode permitir esclarecer melhor os processos que desencadeiam a mudança. A inovação é o processo que permite encontrar novas respostas para problemas não reconhecidos ou não solucionados. No caso da inovação social, visando o combate à exclusão, a transformação das relações sociais e a coesão das comunidades locais (Moulaert et al. 2009; Klein e Harrisson 2007, André e Abreu 2006); no que respeita à inovação tecnológica, visando ganhos de competitividade das empresas ou dos territórios (Scott 2001; Van Winden et al. 2007). O papel das artes parece ser relevante nos dois casos. Estimula a criatividade necessária à inovação, na medida em que contém normalmente sementes da mudança: inspira e é inspiradora, desenvolve a imaginação e o pensamento crítico (André et al. 2009). Assim, as artes impulsionam a criatividade muito para além do campo artístico, desconstruindo regras e estereótipos que dificultam a inovação em geral, e a inovação social em particular (Miles 1997; Markusen 2006; Smiers 2005);

(iii) A configuração e o desenvolvimento de meios criativos, simultaneamente dinâmicos e inclusivos. Para permitir a criatividade, um meio deve ser suficientemente resiliente para permitir a mudança sem se fragmentar, ou seja, sem perder a sua unidade e coerência. Conhecimento, aprendizagem, diversidade, tolerância, participação e capital relacional parecem ser condições necessárias ao seu desenvolvimento.

CITÉ DE L'ARCHITECTURE - Architectes du social

Ils sont architectes et ont décidé de se consacrer à des communautés délaissées ou marginalisées. Du Chili à la Chine, leur savoir-faire est basé sur la participation des habitants à leurs projets et sur une économie de moyens, mais pas d'idées. Promenade chez les architectes engagés.

C'est un frémissement, une petite vague encore discrète, observe le quotidien espagnol El País. L'architecture change, s'affranchit de la démonstration grandiloquente et des projets aussi géants que dispendieux. “En ce début de XXIe siècle, l'architecture s'immisce dans les quartiers pauvres et éloignés du pouvoir dont elle a toujours été absente. Et ce nouveau terrain d'action, porté par des motivations sociales et culturelles, alimente le débat.”

Il n'y a toutefois guère de débat pour le Chilien Alejandro Aravena, qui anime le cabinet Elemental à Santiago. Sur le continent sud-américain où il vit, l'urbanisation chaotique, pourvoyeuse de marginalisation sociale, lance un défi de taille à l'architecte : “construire une ville d'un million d'habitants chaque semaine, avec 5 000 dollars par logement”. Mais la construire, estime Alejandro Aravena, en offrant aux plus démunis un vrai statut de citadin, avec des habitations modestes installées au cœur de la cité et de ses infrastructures.

C'est ainsi qu'a été conçu un nouveau quartier pour 100 familles à Iquique, au nord du Chili. L'agence Elemental a construit des logements sociaux sur le terrain d'une favela et proposé aux habitants de terminer eux-mêmes l'ouvrage, tant pour maîtriser les coûts que pour inciter les bénéficiaires à s'approprier le projet collectif. “Pour Aravena, note The Guardian qui décrit l'architecte chilien comme un ‘égaliseur’, les villes constituent le meilleur des outils dont disposent les décideurs pour faire accéder les plus pauvres aux opportunités économiques, plutôt que de recourir à de lourds mécanismes de redistribution des richesses.”

Système D et local

Pour atteindre cet objectif, les architectes doivent parvenir à dépasser des contraintes de coûts qui les incitent souvent à s'écarter des projets sociaux peu dotés de moyens financiers, souligne Alejandro Aravena. Qu'à cela ne tienne. En Equateur, l'agence Al Borde affiche comme un manifeste son positionnement d'“architecture solidaire”, et ses créateurs ont appris à redoubler d'ingéniosité pour tenir avec de maigres budgets.
Ils en ont fait leur marque de fabrique en répondant à des projets “de nécessité sociale”.
Pour réaliser l'école Nueva Esperanza à Puerto Cabuyal, une localité côtière dans la province de Manabi, Al Borde disposait de très faibles subsides. Les architectes ont donc recouru “à ce qu'ils avaient à leur portée”, relate le blog La Urbana, “les matériaux locaux qu'ils ont recyclés, et surtout le coup de main et les traditions des habitants en matière de construction”. Le résultat est une immense hutte sur pilotis aux murs de rondins de canne à sucre et au vaste toit de chaume, une bâtisse ouverte vers la mer, d'inspiration traditionnelle mais apportant la touche contemporaine de ses volumes et espaces intérieurs. Contrairement à la plupart des écoles construites en dur et équipées de grilles, celle de Nueva Esperanza est “une école active, différente, où les enfants sont libres et dont la principale enseignante est la mer”, confiait Pascual Gangotena, membre de Al Borde, à l'agence Efe.

Cette même conviction qu'il convient d'utiliser systématiquement les ressources locales disponibles – “les êtres, la matière” – conduit Anna Heringer à encourager les habitants du Bangladesh, de l'Autriche ou de la Chine à renouer avec un savoir-faire considéré comme obsolète face aux techniques et aux matériaux “modernes”.

Cette architecte allemande, qui a fait ses débuts au sein d'une ONG et travaille actuellement en Chine, a par exemple réintroduit le bambou, matériau quasi abandonné par la population, pour la construction d'une auberge de jeunesse aujourd'hui très appréciée dans la province du Zhejiang, au sud de Shanghaï. Comme d'autres architectes récemment réunis à Vienne pour une exposition sur le thème “Build Social” [Bâtissons social !] écrit Die Presse, Anna Heringer “utilise l'architecture pour renforcer l'initiative, la responsabilité et la créativité des individus, pour leur faire prendre en main leur devenir afin qu'ils créent eux-mêmes les infrastructures qui leur manquent avec des moyens modestes, de la fantaisie et leurs traditions”.

Urgence

Bâtir un refuge pour des populations acculées, un orphelinat de fortune… certains professionnels se spécialisent dans l'architecture d'urgence, née au XXe siècle avec Jean Prouvé qui a construit la première “maison des sinistrés”, à Nancy en 1944, pour accueillir des populations de Lorraine qui se sont retrouvées sans-abri. L'urgence est le thème de recherche privilégié des architectes norvégiens de Tyin Tegnestue, une ONG créée en 2008 par Andreas Grontvedt Gjertsen et Yashar Hanstad. Alors étudiants, ils s'impliquent dans la construction d'un orphelinat (Safe Haven) pour des enfants karens, une ethnie birmane persécutée par le pouvoir de la junte militaire de Rangoon (qui a pris fin officiellement en 2011). Plutôt que de rassembler tous les enfants sous un même grand bâtiment, les architectes choisissent de bâtir six pavillons légers – baptisés les “maisons papillons” – à base de troncs d'arbres et de bambou, et de recréer ainsi un esprit village, décrit le magazine Wired. “Ils ont créé un habitat qui répondait aux besoins des enfants tout en projetant leur créativité, permettant ainsi au projet d'afficher des formes contemporaines.” Au fil des expériences en Thaïlande, en Indonésie ou en Norvège, les "Tyin" ont fait de la démarche d'urgence architecturale une pédagogie qu'ils enseignent.

Renouer avec le passé industriel

Les friches industrielles de nos vieux pays d'Occident sont souvent jugées encombrantes et leurs terrains sont convoités pour y construire de vastes infrastructures. Et pourtant, ces friches offrent à la mémoire des hommes un riche emblème de leur histoire. Des architectes belges de l'agence MDW ont pu sauver un spécimen de ce patrimoine, une ancienne savonnerie située au cœur de Bruxelles. Ils l'ont reconvertie en petits immeubles d'habitation répartis sur un bel espace. Originaux et écologiques, les appartements et petites maisons de la Savonnerie Heymans forment désormais un ensemble moderne et contemporain “dont les terrasses fermées habillées de verre offrent un écran thermique et acoustique et protègent la vie privée des habitants” note le blog Archdaily. Espaces collectifs et jardins, ludothèque et salles communes sont là, tout autant que l'authentique cheminée d'usine en brique, pour rappeler que le lien social devrait rester le ciment de nos sociétés. Comme il l'était hier, au temps des usines au cœur de la ville.

Des architectes inspirés par un monde meilleur

Une exposition organisée par la Cité de l'architecture à Paris fait la part belle à des architectes du monde entier dont le travail s'inscrit dans une démarche plus écologique et plus centrée sur les besoins futurs de 9 milliards d'humains. Quelques exemples.

"Qu'est-ce qui différencie les bâtiments durables des autres ?" s'interroge l'architecture suisse Bob Gysin dans la Neue Zürcher Zeitung.

Ils sont davantage qu'une simple construction répondant à des normes à la fois écologiques, économiques et sociales. Incontournables, ces critères ne se suffisent pas toutefois pas à eux-mêmes. La vraie différence qui caractérise une construction durable, estime la Neue Zürcher Zeitung, c'est l'identité culturelle et sociale qu'elle véhicule et qui permettra d'enraciner la dimension écologique dans l'avenir de nos sociétés.

C'est précisément la démarche qui caractérise les lauréats du Global Award for Sustainable Architecture exposés à la Cité de l'architecture et du patrimoine à Paris (21 mai au 6 octobre 2014). Chacun à sa façon, ils illustrent un engagement professionnel fort au service d'une architecture plus humaine et tout aussi inventive. De Medellín en Colombie à Hangzhou en Chine, en passant par le Burkina Faso, ces architectes ont choisi de s'écarter des projets d'image et de centrer leur travail sur le devenir de l'homme dans la spirale des problématiques actuelles de démographie, d'espace, d'inégalités et d'urbanisation.

Transformation sociale

En témoigne Giancarlo Mazzanti, un architecte colombien originaire de Barranquilla qui a choisi de consacrer son œuvre à "la transformation sociale". Il a participé, à Medellín, à l'ambitieuse refondation sociale que s'est fixée l'équipe munipicale depuis plus de dix ans pour en finir avec une ville fragmentée et violente. Giancarlo Mazzanti a notamment imaginé le Parque Biblioteca España, une infrastructure devenue emblématique du projet municipal. Construit au pied d'un bidonville, où rien n'existait auparavant que la pente séparant la ville prospère des quartiers de misère, le "parc-bibliothèque" est un ensemble architectural et d'aménagement urbain dédié aux services publics et aux loisirs pédagogiques.

"Je suis ému quand quelqu'un du quartier vient me dire que c'est exactement cela dont sa communauté avait besoin, confiait Giancarlo Mazzanti au quotidien de Medellín El Heraldo. "Rien n'est plus beau que de constater que les gens s'approprient le bâtiment, en font usage et de voir que cela induit un changement favorable". Autre continent, même approche dans un tout autre contexte, rural et sahélien. Au Burkina Faso, Diébédo Francis Kéré a concilié nécessité, impératifs économiques et climat. Natif de Gando, dans le centre-est du pays, il vit aujourd'hui à Berlin et "s'investit pour la réalisation de multipes œuvres à caractère social au Burkina et ailleurs", écrit le site burkinabé Lefaso.net.

Après avoir créé en Allemagne une association, "Des briques pour l'école de Gando" [Schulbausteine für Gando], l'architecte a mené à bien la construction d'une école s'inspirant de "la construction traditionnelle en terre, par nature provisoire, mais en [...] utilisant de nouveaux principes pour un faire une construction durable ayant de bonnes qualités techniques", expliquait-il au journal. Ce projet reçoit en 2004 le prix d'architecture Aga Khan Award. De l'école au gymnase et aux logements des enseignants, le projet Gando est devenu pour Francis Kéré le symbole d'une architecture durable parfaitement adaptée aux conditions locales. "Dans son travail, commente le magazine allemand d'architecture Baumeister, Kéré ne se met pas le climat à dos, il avance de concert avec lui, intègre des ventilations transversales pour inviter le vent dans son bâtiment."

Renouer avec une tradition éprouvée

Trop longtemps, "l'architecture durable a été l'objet des visions et des utopies de quelques-uns", poursuit la Neue Zürcher Zeitung.
Mais l'époque pousse aujourd'hui les architectes à prendre pleinement possession du sujet. Comme Wang Shu, premier lauréat chinois du prix d'architecture Pritzker, qui a voulu "s'éloigner de la clinquante architecture commerciale de marbre et de verre qui a accompagné le boom urbain de la Chine", écrit le New York Times.
Avec le campus de la China Academy of Arts de Huangzhou, qu'il a réalisé, M. Shu a démontré que même des projets de grande envergure pouvaient tout à la fois renouer avec des matériaux et un style de construction traditionnels, répondre à des impératifs de coûts modestes, notamment grâce au recyclage, et faire œuvre contemporaine.

L'architecte de Huangzhou revendique avec audace des choix plus mesurés et plus proches des besoins de la population, dans une Chine à l'urbanisation galopante dont il regrette le mimétisme à l'égard de l'Occident. "La Chine a-t-elle vraiment besoin de recourir à des constructions géantes qui lui servent d'icônes ? Ne pourrait-elle pas trouver des moyens plus intelligents de relever les défis écologiques et environnementaux ?" cite le New York Times. Une question à laquelle M. Shu ne cesse de répondre en développant un choix alternatif, une "reconstruction contemporaine de l'architecture locale chinoise".

El futuro de la ciudad europea

El crítico de arquitectura Hans Ibelings, antiguo editor de A10 new European architecture y autor de European architecture since 1890 reflexionará sobre cuál es la esencia, a su juicio, de la ciudad europea. Por un lado, defensará porqué cree que el concepto de espacio público y de dominio público, que a veces asumimos como universal, se basa en nociones muy europeas que no son necesariamente compartidas en el resto del mundo. Por otro lado, analizará el estado actual de la arquitectura europea así como sus perspectivas de futuro, donde prevee cambios importantes a causa de la crisis económica y sobretodo de la evolución demográfica de Europa.

Destacando que la arquitectura es siempre un reflejo de la cultura del lugar, Ibelings nos hablará de la ciudad europea en diálogo con el arquitecto Eugeni Bach y en el marco de la exposición Ciudades compartidas, sobre el Premio Europeo del Espacio Público Urbano 2014.

Veremos, entre otra cosas, mapas de Voronoi, tipos de proyecciones, piezas artísticas cuyo centro es la geolocalización, mapas de denuncia social, mapas antiguos de Barcelona, y por supuesto, todo lo que aporten los asistentes.

DATA Jam es un encuentro mensual abierto de experimentación con datos en que se comparte el lado más creativo y artístico de los datos. Minería, visualizaciones, curiosidades... Contaremos con proyector abierto y conexión a Internet para que quien quiera pueda mostrar los ejemplos y trabajos más experimentales relacionados con los datos. Dinamizado por Eduard Llorens, del colectivo de artistas audiovisuales Telenoika, y Oscar Marín, del estudio de visualización Outliers.

2nd International Conference on the Design, Construction, Maintenance,Monitoring and Control of Urban Water Systems

Urban Water 2014 is the 2nd International Conference on the Design, Construction, Maintenance, Monitoring and Control of Urban Water Systems. The meeting has been reconvened following the success of the first conference held in the New Forest, home to the Wessex Institute of Technology in 2012.

Water systems in the urban environment comprise of supply networks as well as sewage and storm drainage systems. They interact with each other and with warm bodies such as rivers, lakes and aquifers, and this interaction affects the quality and quantity of the different systems.

As our cities continue to expand, their urban infrastructure needs to be re-evaluated and adapted to new requirements related to the increase in population and the growing areas under urbanisation. New water systems are also required to reduce the risk associated with floods, network failures and many others related to inadequate networks. New systems should reduce economic losses and environmental impacts as well as promote a higher degree of reliability. Improved management, measurement and control mechanisms are needed to ensure the efficiency and safety of urban water systems.

Topics such as contamination and pollution discharges in urban water bodies, as well as the monitoring of water recycling systems are currently receiving a great deal of attention from researchers and professional engineers working in the water industry. Architects and town planners are also aware of the importance of the interaction between urban water cycles and city planning and landscaping. Management of all these aspects requires the development of specialised computer tools that can respond to the increased complexity of urban water systems.

The conference will also discuss legal and regulatory aspects, in addition to more technical problems.

A noção de “cidade ideal”, indissociável do conceito de “sociedade ideal”, tem sido uma constante no pensamento ocidental, manifesta em tratados sociais, de política, de arquitetura, de urbanística e na literatura. Se a narrativa de uma sociedade ideal remonta à Antiguidade e tem, já na era moderna, em Thomas More um de seus idealizadores (inclusive ao cunhar o termo ‘u-topia’), com a Revolução Industrial multiplicam-se as tentativas de gerir o espaço e, consequentemente, a sociedade que nele habita. Com o raiar do século XX, imperam as distopias e a promessa de futuro mostra-se sombria. Quais são, neste panorama, as relações históricas possíveis entre o pensamento utópico e o espaço urbano?

A problemática da ocupação dispersa e das diferentes facetas que o fenómeno toma em diferentes contextos e escalas, motivou um trabalho de investigação, no sentido de precisar o conceito e estabelecer conclusões e recomendações face ás necessidades de ordenamento de áreas não planeadas, mas existentes, desenvolvido pelas Universidades de Aveiro e Évora e pela Direção Geral do Território que o publicou (Ocupação Dispersa: Custos e Benefícios à Escala Local; DGT, 2013).

A atualidade do tema leva ao necessário debate sobre o conceito, as realidades e as soluções possíveis num contexto e numa escala de proximidade, adequada à dinâmica presente dos instrumentos de gestão territorial associada ao número significativo de PDM em revisão.

O Seminário contará com uma apresentação inicial por parte da equipa que desenvolveu o estudo, uma abordagem pela CCDR Alentejo do tema ao nível regional e a exposição sobre dois casos concretos, pela sua representatividade e complementaridade.
Será ainda apresentado o Projeto “Alentejo a Pé”, da iniciativa da CCDR Alentejo.

Exposition "Réenchanter le monde" - Architecture, ville, transitions

Cette exposition conçue avec les 40 lauréats (2007-2014) du Global Award for Sustainable Architecture interroge la mission de l’architecte à l’ère des Grandes transitions : démographique, urbaine, écologique, énergétique, industrielle...

Ces architectes viennent du monde entier et rien n’est plus divers que leurs univers respectifs mais ils ont construit une démarche commune sur une façon d’aborder l’avenir et cet engagement leur confère une autorité dans le débat sur le devenir du monde habité.

Plus de 200 projets inédits exposent comment réenchanter la condition humaine, en affrontant transitions et ruptures sur leur propre terrain. Il s’agit moins de montrer des bâtiments que de raconter leur histoire, particulière : une appropriation active par les hommes, des programmes qu’on invente, des modèles usés qu’on casse, une matière qu’on transforme, des savoirs qui s’échangent à travers le monde, des chantiers qui sont des laboratoires ou des leviers d’émancipation.

Ils illustrent ainsi un Manifeste en faveur d’une architecture de résistance et de transformation du réel, dans ses enjeux les plus cruciaux : construire une civilisation urbaine, loger 9 milliards d’humains, protéger la nature et ses ressources, accomplir l’équité dans l’accès au développement…

Certains projets de plus grande dimension, laboratoires ou contre-modèles, forment aujourd’hui des Fragments de monde qui tutoient l’utopie et sont présentés par des films. Alors même qu’en ces endroits le pire était sûr, le village de Gando de Francis Kéré, l’Université de Hangzhou de Wang Shu et Lu Wenyu ou les Maisons de Sophie de Patrick Bouchain et Construire sont devenus des lieux de civilisation du nouveau siècle.

Les Cabinets de curiosités dévoilent, eux, le laboratoire de certains architectes; chacun d’eux contient une collection d’objets qui raconte un univers et un engagement, le dialogue qu’un homme de l’art du XXIe engage avec les sciences, toutes les sciences, avec les sociétés, les éléments, avec l’expérimentation ou encore la matière.

Continuamos a organizar seminários em torno da nossa investigação sobre a Dispersão. Desta feita, passaremos por Évora, a 22 de Maio, e por Coimbra, em finais de Junho (data por fixar). Ambos terão lugar nas instalações das respectivas CCDR.

As sessões anteriores têm contado com forte presença e participação, sobretudo de técnicos municipais, o que é bem demonstrativo da oportunidade e da importância do tema.

WORKSHOP: Dinâmicas de Densificação Construtiva


Procura de complementaridades entre Geografia e Sociologia através da apresentação de dois estudos de caso

O mote para este Workshop foi a procura de pontos de convergência entre a Geografia e a Sociologia. Foi lançado o desafio a dois investigadores de doutoramento, Mateus Magarotto e João Martins, que partilham estudos de caso na Região do Algarve, para que com base nos seus trabalhos de doutoramento identificassem complementaridades nestas duas ciências.

As dinâmicas de densificação construtiva são o elemento comum nestas apresentações. Desde os anos 60 até a actualidade, a Região do Algarve tem tido o seu desenvolvimento urbanístico baseado no apelo do turismo de sol e mar. Este desenvolvimento tem vindo a ocorrer sem grande planeamento a nível regional. Assim os diferentes concelhos adoptaram políticas próprias e o resultado é um mosaico de busca de investimentos ligado, sobretudo, a construção e massificação dos aglomerados urbanos junto da costa.

Na sua apresentação “Crescimento vertical das zonas costeiras: o caso da Praia da Rocha, uma perspectiva geográfica” Mateus Magarotto, apresentará uma visão de como os mecanismos de especulação imobiliária gerados pelos poderes políticos e privados transformaram esta paisagem urbana, localizada nma zona costeira, em um local altamente verticalizado. Recorrendo aos modelos 3D o investigador irá apresentar estes ritmos de densificação urbana no tempo.

A forte presença de alojamentos não permanentes em Vilamoura é um factor de ludificação do território. Um processo que segrega populações em termos sociais, espaciais e sazonais. A apresentação de João Martins “A construção de uma metrópole sazonal: o caso de Vilamoura da perspetiva sociológica” abordará os condicionalismos que uma urbanização para o lazer trás aos usos que os indivíduos fazem do território.

The Roman Road network 410AC, as a floating layer over contemporary London in 3D. How did London become what it is today? How did it evolve and why? It is widely known that London is a historical city. One that has been inhabited for over 1500 years. What most people don't know however, is that the greatest preserved feature of the city, is the road network itself. Unlike other historical cities such as Athens or Rome where there is an obvious patchwork of areas of different periods, London's scheduled sites and listed buildings are individual structures, in many cases assembled gradually by parts from many different periods. Those who tried to locate different historic structures will know that these features appear as pieces of different puzzles, scattered within the vast fabric of the contemporary city. What has been preserved, and what will we preserve in the future?

The London Evolution Animation (LEA) was developed by The Bartlett Centre for Advanced Spatial Analysis (UCL), as a partnership project between English Heritage, The Centre for Smart Infrastructure and Construction (University of Cambridge)/Dr Kiril Stanilov and Museum of London Archaeology (MOLA) (with the Mapping London and Locating London's Past projects), and was initiated and directed by Polly Hudson (PHD).

The London Evolution Animation for the first time, brings together and shows the historical development of London from Roman times to today, through the evolution of the road network and preserved structures of the built environment. The information is categorized by periods and the new road segments appear gradually over an image of the faded contemporary London. For each period, gradually enlarging yellow points highlight the position and number of statutorily protected buildings and structures. Datasets cover London's 19,000 Listed Buildings and 156 Scheduled Monuments which are categorized by period (listed date) and integrated into the animation. LEA brings together datasets provided by English Heritage’s National Heritage List for England, MOLAS, University of Cambridge -Dr. Kiril Stanilov and Ordnance Survey. Originally, LEA was meant to be developed fully in 3D, which is an ongoing project.

The animation was part of the "Almost Lost" Exhibition and aims to create awareness of the importance of preservation of the city's past and provide a reflection for the future. The exhibition included several digital exhibits from the Centre of Advanced Spatial Analysis, such as the popular Pigeon Sim and the Bloomsbury Augmented Reality Application, which allows visitors to view a 3D fully interactive model of the area's historic periods, using their iPad.

A series of digital pictures showcase the what if scenarios of developments in London that were never realized, while 3D animations of London's history of the built environment explain more about the city's architectural heritage.

What makes a city a city - and does it really matter anyway?

In the dizzying world of tech cities, garden cities and smart cities, perhaps it's time to redefine what it means to be a city at all

Whatever the perceived strengths and weaknesses of your city's brand, one thing appears unarguable, and that's the value of being identified as a city in the first place.

In the US midwest, admittedly, the word "city" has been appended with abandon to any one-brothel main street that once offered relief to travellers across the prairies. Likewise Australia, where Melbourne suburbs style themselves as cities and outback dots such as the City of Dubbo appear on the map. This is the pioneer spirit at work – echoing ancestors' hopes and ambitions for these remote settlements.

Nowadays, however, towns everywhere seem to have aspirations to brand themselves with city status – and sometimes even that isn't enough, when there is also a "global city" or "city of culture" title to be garnered. Beyond the brand blather, does the city distinction really matter?
...

But above all, a city, rather than a village green, is a place, as the writerRichard Sennett put it, where strangers meet; where new ideas are formed in a public space. A common ground.

Developers seem ever more keen to label a place a "tech city", a "media city" or a "smart city" to connote this notion of exchange and innovation. But true cities are dense, messy, uncontrolled and cosmopolitan – the opposite of garden cities or self-styled "office hubs". The architect Sir Terry Farrell’s recent recommendation to government, that each town or city should have an “urban room” to debate its own future, is a reflection of a decline in these genuine common grounds and the rise of privatised “public” space.

Ultimately, perhaps the true definition of a city can be found in the phenomenon of “urbicide” – the deliberate destruction of cities. In war and in peace, this happens where the cosmopolitan is treated with suspicion and where strangers, differences and otherness cannot be tolerated. True cities should never have such smalltown mentalities. Their inhabitants are worldly citizens, not parochial townsfolk.
